Otti is the mayor of the Katolian town of Noct.[1]

Otti is a middle-aged man with fair skin, tousled brown hair, green eyes, brown moustache, and brown stubble on his chin. His clothing consists of a dark gray undershirt, a brown robe, light gray pants, gray boots, a red scarf, and a golden sash. Additionally, he carries a long, brown staff.[1]

Otti prioritizes the safety of his people and is not willing to endanger the lives of outsiders until they continuously press him for information. He eventually proves himself as a reliable person who is willing to help however he can.[1]

Dreamer's Nightmare[]
Otti becomes the new mayor of Noct after his father's passing. When something dangerous is threatening Noct, Otti sends a crow to King Harrow with the message to steer clear of the town. However, Harrow did not receive the message, and his arrival troubles Otti. Otti tries to inform Harrow that the people of Noct are handling the problem, but he relents to the king's persistence to help. Otti then shows the royal party the adults who have been asleep for at least two days after something destroyed the west end of Noct.
Later that night at the town's inn, Otti informs Harrow, Amaya, and Gren that the citizens of Noct have been seeing odd storms coming and going since they expanded the quarry a couple of weeks ago. Some believe that elven magic is responsible for such phenomena, though no elves have been sighted since the time of Otti's great-great-grandmother. The eavesdropping Callum and Ezran accidentally stumble into the room, with Ezran saying that the children are talking about a monster. Otti dismisses the children's claim as imagination to help them explain what they cannot understand.
Within the next couple of days, Otti leads the royal party in investigating the origin of the sleeping phenomena and how to stop it. However, the invisible Dream Warden puts him and the other adults to sleep. Otti and the other adults eventually wake up after Ezran pacified the Dream Warden.
